The United States Legion of Merit is awarded for exceptionally meritorious conduct in the performance of outstanding services and achievements. It is one of the few U.S. military decorations issued in multiple degrees, with specific grades reserved for members of foreign armed forces.
Under Army Regulation 672‑7, the degrees of Chief Commander, Commander, Officer, and Legionnaire are awarded to foreign military personnel based on rank and position:


Commander
Equivalent to a U.S. military Chief of Staff or higher position, excluding heads of state.

Officer
General or flag officers below the equivalent of a U.S. Chief of Staff; colonels or equivalent ranks (such as Navy or Coast Guard captains) serving in positions normally held by general or flag officers; and military attachés.

Legionnaire All other qualifying recipients not included in the above categories.
